Looking at mine it seems to be an outer cover that is frosted, an inner spinning bowl-like frosted piece with the "fins" on it that spins over a small board with LEDs.

I've got one of these MR pieces, along with the 1:350 Polar Lights A as well as the 1:350 NX, all built and lit. My favorite starship of them all is the old Matt Jeffries Connie. This is a well-done video, mikewallstreet.
